Rog would be one of the strongest characters because of the ability of getting close to zoning opponents, decent damage and amazing normals, if not for some horrible matchup. It is particularly satisfactory to play him against some runaway Akuma or zoning Sagat which are not used to deal with real pressure and end up cracking.
Rog is above average, but better than Fei. His most redeeming feature imo is his good matchup vs shotos. One of the best pieces of advice I heard about Rog, is to learn to play him without charge.
Lets just say, Rog is my worst matchup ever... Along with the range attacks and well as anti air attacks, the mixups of a good player can really trip me up. The only way I win againts them is turtling which isn't my way of a strong suit not my favorable style play...
I don't find Rog to be that good, but I didn't play many Rog players. On the other hand, I find Fei to be very good and quite easy to use. He can punish sweeps and all those unsafe things that leave some distance between the chars by just mashing SP, has a SRK with a very good hitbox, the annoying chicken wing pressure at the corner and a quick overhead. On another note, what's the most powerful combo (just damage) without the use of meter, Ultra or CH? Akuma's j.HP, st.HK, st.HP xx Tatsu, SRK (431 damage)?
The thing (IMO) that makes Rog so dangerous is that he can be cheeky as hell and that pays off to him very well. As HR said, using him withouth charging helps him a lot (dat cr.hp is pretty good). Being in a position where you're forced to predict against him is really scary. Let's not forget his damage output and other random stuff, like the fact that he can cross you up with a headbutt if you try to FA at close range, or the huge amount of invisible frames on his ultra.

And Vega's instant overhead. That Yoga's Catastrophe is her U1 though, and it seems quite useless. Short distance and sloooooow speed. Her U2 on the other hand it's completely broken. 3 frame startup is just nuts. She can combo into it from cr.HP without CH.
