It's a new alternative price tier for the UK. 99c apps can cost 99p, 49p, or 79p (I think it's 79, might be 69?) now, whichever the seller decides.
79p is still an option, there are two alternative price tiers (49p and 79p) as well as the standard one (99p).

Oh yeah. I really don't know why Apple do these alternate tiers - at least it's working in my favour these days.
