Gamecenter works fine on my iPad, so I signed out and started the game. It let me cancel the Gamecenter sign in process and continue the game, so yes, Gamecenter is optional on this game. As for the online, yes it indeed very low. The $1 IAP is a master unlock that unlocks everything, IAP or non-IAP based. The first Sky Gamblers game, Rise of Glory, has the same unlock.
