Higher level means you have a higher density of leveled up cards. Also, the team has been saying from the start that all cards can be unlocked through gameplay. The only things that can *only* be bought will be cosmetic stuff, like avatars and alternate card art. There's also supposed to be a robust trading system, so you may be able to trade for some of these things. While spending cash will get you things faster and easier, the intent is that if you don't want to spend money you can still have fun with the game and even experience everything without dropping tons of money on it if you're willing to invest time instead. Finally it's worth noting that there will be a single player campaign with a dynamic game world and storyline, so even if you don't plan on dropping cash on cards for tournament play it should still be worth your time for that. This is also a case of the studio trying to shake up the CCG market a bit, with a number of members on the team being avid Magic: The Gathering players. I don't think it's fair to look at it as just a cash grab, considering they're still putting out expansions for Ascension. If this game will not follow Ascenscion/Magic 2013 (full game + expansion) business model (in which I don't think they will), then I don't see myself buying this.
