I tried doing a search to see if this had been discussed, but to no avail. So... Would Apple ever approve Blutrol or an app with the same functionality for the App Store? Thanks!
No, because Blutrol modifies other apps' functionality. In the app store all apps are self-contained and can't mess with other apps.
