Windows 7 bug (help please)

    Well, most of the time now, when I turn on my computer, then open up Windows Explorer, the upper part of Windows Explorer is blue and the taskbar is also, so when I try to watch a youtube video, the sound goes crazy and starts making a noise that keeps repeating (for example, if I start up a youtube video, and the first thing a sound comes up on a video and starts repeating the sound, like if someone starts of saying "hello" in a video, it will do this "helloooooooooooooooooooooooooooooooooooo, like in all videos).

    Really getting on my nerves now because this keeps happening after I installed my Windows 7...
