It's like asking: which is the best cookie? What is the best song? Who's the leader of the world ? There is none. Do you think there is one developer superior than others? It's rather silly thought, don't you think? Maybe if you specify which genre you are interested you will get a list of games and devs considered as very good or maybe even the best, but in global point of view? Impossible.
