I have an iTouch so I don't have constant internet availability. I love the Apple weather app but if I'm on the train and want to check the weather for the next couple of days, instead of showing me the last downloaded information I will just get a blank screen with an error message saying "Update failed". Is there any weather app available which will actually show the last information available instead of just giving you an error message?

    Check out Weather Pro.
It does what you asked for. I have an iPotch and if no WiFi is available, it shows the last downloaded info. It also got some nice grafix and "hourly" forecasts (see thumbnail).
You can check the (german) webapp, or try this one.

It's US$3,99, but worth it imho.

EDIT: I don't know whether the movies (rain radar and clouds) work offline. Let me check...
Yeah, they work, IF they were downloaded beforehand!
One thing though: You can specify favorites, but it does not download the updates for those. You have to go through all the cities you want to check, to make sure, you got the updates!

Thanks for the info Crypton- you say you can specify favorites but you have to check them individually to get the downloaded information. I assume that your main favourite pops up automatically when you open the program and is automatically downloaded for you? I don't want to have to go through several different screens just to get the info for one city I'm interested.

By the way, could you tell me if they give good coverage for Tokyo weather? That's where I am right now.

Yep. If you have WiFi when you open the App, the city which is currently "active" will be automatically updated.

    Regarding Tokyo: Everything except Rain-Radar.
