No it isn't THE Siri, but Siri was available in the app store (maybe that wasn't the exact name) until the keynote. Then all versions got removed. So the technology can be reproduced just not named that.
I think it isn't like Siri.. Siri requires Internet access and, according to me, when you say something unknown the iPhone sends the phrase to Apple, it'll be processed and in the future added to the Siri's dictionary. Right?
This app similar with Siri, that can remind you with you want with your own voice, saving lots of time without typing. Ofcouse that is not Siri, but I think that work very similar.
