I did not build new house, my population did not increase but sometimes the clothes productions couldn't catch up with the regular quest and sometimes they could. Buildings connected to clothes production are also repaired regulary (sheep farm, weaving mill, and tailor), so I don't think building condition is the problem. I can't figure out why they were unstable unlike other kind of productions. Of course jewelry is on the same condition as well, but since jewelry based on gold mine which could deplete and took time to be regenerated, it is out of the question. Cheers!
