Well Apple won't port it because they don't really deal directly with games other than reviewing them for sale on their AppStore. Saying that, both Toejam & Earl and T&E: Panic in Funkatron are being re-released on XBLA and PSN, so there is some small hope that whoever is handling the port may release it for mobiles.
I thought I saw an article a few weeks ago that it is being ported to iOS but maybe it was just other handheld devices and I misread.
