Terrific game and I'd agree it's better than Puzzlejuice, if only because Puzzlejuice had some performance issues that were never fully fixed. This feels like a much more polished experience and I really love it.
Yeah that's the first thing I thought when I saw it, doesn't seem like one. But look at the teeth patterns for some, some pics are obviously mouths

Is there an end to the game like a set campaign? Or is it just an endless puzzle to score higher and higher?
Endless puzzle to score higher and higher. But there is kinda a quest to get all the different tile types (up to the number 6134 I think?) and I'm not sure if something special happens then
If there truly are only 12 white cards (which I strongly suspect), the last one will have the number 2^11 * 3 = 6144, worth 3^12 = 531,441 points. As far as I can see in the leaderboards, nobody has seen this tile and submitted a score yet.
While the game is somewhat skills based, is not such a game still largely driven by chance? No matter how good you are, you can still lose if you are not given the right numbers to match? Does the game's algorithm has any intelligence to ensure that there is always an escape or winning strategy so you are not put into a dead-end?
