Ugh. I hate how developers remove apps. If they do, you should be able to get a refund, no matter how long ago you bought it.
If you bought them, you can still re-download them from your Purchased list. Apps only ever get completely removed when the developer/publisher stops paying their yearly fee or in rare special cases like emulators and so forth. Now, whether or not they'll work on the latest iOS after they've been pulled is a bit more of a crapshoot.
