My point with that reply wasn't that. When I said in this thread that EX Fukiage needed a buff because it was useless no one agreed with me, and now Capcom made the biggest buff that move could receive. EX Fukiage is as hard to connect as any other Fukiage version, it doesn't give Makoto any other effects (invincibility, Super Armor, etc.) and its only use is after another Fukiage to get some more damage in a combo, and you're using a bar to do that. I'm actually very happy with that change, and I'd like to see things like MP into cr.MP/f+MP getting added too, although I know it won't happen...
It's almost too bad we can't mod the game. Someone like Fffan could probably mod the existing moves the way we want them. But I dont think we'd actually be able to play online. That's one of the best things about AE on PC; there are some great mods available for it.
I managed to get one .obm file from SFxT (I think it was the joystick and buttons image, I also remember trying with a "You Win!" .obm file image and couldn't get it right) using Tile Molester, but after modding it using PS and such it was either black and white, without alpha channel, etc. in the game, so I gave up. There was one blog post where a guy managed to get the image from a .obm file (I think it was Ken's select char pic), but IDK. KoF, Volt and SFxT use the same file system for 2D images, while KoF and SFxT share the same sound system. I didn't try anything with the other files though. As far as I know the only easy mod for Volt is Ryu's alternate costume from Vanilla, but it has some glitches.

RUFUS: don't maul my character. xD Ground Normals: s.P -> cl.HP (special cancel): basically very much like most st.hps towards s.P -> far hP: an AA that he would have a very, very hard time without, because snakestrike stuff is hyper unsafe compared to DPs. cr.P -> cr.lp: this. must. not. special cancel into anything but EX galactic or super. this button exists to tech grabs and to stuff things. (rapid fire, link into other normals) towards cr.P -> nachos. He wants the nachos. s.K -> far heavy kick: juggles opponent into galactic or into snakestrike on AA, otherwise, it's a one-hit poke which should probably whiff crouching opponents. back s.K -> st.lk. combos. towards s.K -> vulture overhead. this is kind of important if you know how to use it, might be optional. cr.K -> cr.lk: does NOT rapid fire link, special cancellable into galactic tornado. towards cr.K -> sweep: no one but Ricky and Justin know how to use this so no one's going to use it. Air Normals: j.K -> j.HK two-hit air juggle, really important to everything for everything. this is, they would call it, the party starter, or the move that shuts it down or something. down forwards j.K -> divekick. can be instant. must be instant. Rufus is divekick. Divekick is Rufus. j.P -> straight up j.HP, which has a similar quality to Yun's dakai. this is important for the neutral game vs. things like demon flip, otherwise you're so free. might need a nerf if you can jump towards and do this. Specials: Galactic Tornado: QCF + P -> LIGHT galactic. this is pretty much the other thing that combos. Otherwise, you might as well nerf the heavy damage, or it severely imbalances his play. First hit should be rather meaty, and be FADC'able, and armor breaking. Second hit, if you're using it as a poke, then you should be sorry. This is something like lariat, only worse, but it catches backdashes. It must NOT go through projectiles. QCF + SP -> EX galactic. Vacuums. Functions as a whiff punish, or combo ender. Messiah Kick: QCF + K -> HEAVY messiah. basically, think of this as a chicken wing. light messiah's the worst of both worlds because it's not good enough to DP things, and it's recovery is assssssssss. Heavy messiah is -6 on block, so it should be punishable by a bunch of things, as opposed to -a million, and if it's unexpected, one of the next hits might actually frame trap someone. -> P -> Flip, trades with DPs. If you hit someone out of the air, you get an air juggle. -> K -> Sweep, doesn't combo. -> SP -> Overhead, gets off the ground, which is important. QCF + SP -> EX messiah. Rufus's only way to make people get off of him. Obviously I want it to hit crouchblocking people. It's quite invincible on startup and has a great hitbox, and you should ALWAYS save a meter unless you're finishing the round with Super. Snake Strike: DP + P -> MP Snake Strike. Basically a way to build meter while contemplating the artistic fireballs headed your way. DP + SP -> EX ss. Psychic variety of AA. Combos off of A2As with 2hitz for LOLYOUDEAD dmg. Super: dqcf + P -> Spectacle Romance. No one uses this except to end rounds, but it should combo from pretty much everything that's not a poke. Ultra: dqcf + SP -> AMERICA SHEDS A TEAR. SPACE OPERA SYMPHO- yeah okay. links from air juggles, from flip kick fadc towards. Throw: BACKthrow, only reason why forward throw is because lolbroken dmg. we don't want that. Focus: As mediocre as it is. Target Combo: back K -> towards K, because we don't want it to be stupid easy to hit the tc. Bread Butter Bread Butter Bread Butter, three orders. Rufus's design is somewhat about linking normals. 1. Links: cr.lp x (up to) 3 -> cr.lk divekick -> cr.lk (should be very hard, but it's okay because if close enough it's a blockstring) divekick (deep, below waist) -> st.lk (tc possible) cr.lp x (up to) 2 -> st.p (should be much harder after second hit) cr.lk -> st.p (should be so hard if you hit it in lag you're cheating) cr.lk -> target combo (this is going to be really really hard, has to be precise) messiah overhead (sp button) -> (st.lk, cr.lk, cr.lp) 2. I don't think Rufus needs an overhead. He has the best divekick and I like the noob friendly target combo. And cr.MK over cr.LK because he already has cr.LP Specials I picked Light Messiah Kick because it is the fastest version. Happy to change to Hard. I picked Hard Galactic Tornado just for the better damage and general big punish
I think the problem is that Rufus is (other than the obvious glitches) is excessively well designed, imo and the nature of his game is "I have these bunch of tools which are tweaked to work in context to put me down as a solid A tier with tons of "expression" available for the player - when I first picked him up I thought learning Rufus would be like learning Fei, with a divekick rather than a command grab. All the normals that he uses really means something to his game - i.e. st.hk is a bit better than his cr.mp vs. chars that don't hit deep as an AA, but you really have to know the distances and stuff. Even with SP assist, the execution isn't really on a much lower level comparatively, and especially not in context. imo, letting him combo into hard tornado gives him this poke-n-go gameplay that really discourages the "I'll play smarter and counterhit you and have you-specific-shenanigans" aspect of him.
There is no need of this petition, next year capcom will lunch a street fighter with 3d engine. They are investing in mobile market!
On the contrary, this petition is to either update the game or come up with a new version of the game. 3d engine or not the fighting game system (if its sfiv) will not change. EDIT: besides were did you get that info?
I guess he's talking about Capcom using MH4's revenue to open a new studio just for mobile games. How that means that they will work on a new SF game with a 3D engine for iOS I don't know. But, yes, it will change. There's no way to make a new 3D engine or even use one from a previous game (in this case, SFxT engine) and make everything 1:1. That wouldn't only be difficult, but also kinda stupid, because that means that the framerate will be the same, and with 2D graphics 20 FPS it's already very awful, just imagine how it would feel with a 3D game. So, if Capcom updates the game without changing the engine, then yes, all changes and improvements from this petition would probably make it, but otherwise, only the how new characters should be added will be used, and I also think that if Capcom ever thinks about updating this game, they will work on a new one from scratch instead of updating it.
3d engine or not, 20fps or not, the perition its still a description on how characters should work during a real match. Example separating bisons devil reverse and stomp into different manual and SP intputs. Chun-Li's useless cr.mp change to cr.lp. Criminal upper to have more stun on first hit. Sagats insane hitbox on st.hk to be lowered. Hell all the info in the petition is useful if they make a new game or not.
I think all characters deserve to have a generic FA 3, s.HP/cr.HP/s.HK xx Special for a big damage whiff punish. I agree that characters should be more rewarding and should be 'smarter', but I don't see how this really detracts from Rufus' style as a fairly footsie intensive character. Light instead of Hard Tornado is really just a damage nerf
Iphone 5s is able to run a conversion from 3ds because is powerful like a psvita but problem is that capcom is in red and their programmers are the most lazy on the world.
I'm BAAAAAAAACK!!!!! I've look through the forum and I am glad this kept on going. Hopefull Capcom will get it... Alongside of the new engine thingy... I don't know what to think of it.
So the new update ignores all the hard work put in on this thread by various people and just fixes a bug that wasn't even game breaking or noticeable, nonetheless a bug is a bug, but that's all lazy CAPCOM does, and it restores your game data, great(sarcasm) move CAPCOM, btw still love this game
It only restores your game data if you were affected by the bug. But I've never heard anyone having this 'bug' and there are no reports of it
