If you see a username "Hao soh" don't play against him. He's a spammer who uses Sagat and keeps spamming the tiger fireballs, that's all he does. He has over 3,000bp but plays in the friendly matches so I'm guessing he's banned from the rank matches? Anyways, he's a dumbass.
For some spamming is their strategy, if it works against you can you blame them? The best thing you can do is beat them.

Good Games Finix. I switched to Abel because he was better suited against your play style, but I would not consider him to be better then my Zangief yet. Although, my gief is not what he used to be. I don't have a problem with you switching characters at all. It was indeed all in good fun. The dragon punches were baited so that you would either miss or could not focus cancel. I'm pretty familiar with the timing and distance of dragon punches on wake ups. Those last few matches with your Vega were pretty crazy. You got me good on a couple of those. You were able to mix it up really well and your combos were pretty sick. Oh and don't read too much into my other character stats. I reset them a lot so they don't really mean anything. I don't really know how to play Dhalsim and my Blanka is pretty weak now. Good Times.
dont worry about him...i beat him easily with C.Viper and i have the replays but i just delete my SF Volt...man i miss u tofu with your Gief... to beat a spammer you must patience that is the key...
Yeah I picked Sagat in a rematch and spammed like him so his tactic didn't work anymore. It was comical because we wasted half the round doing low tiger fireballs.

Was just messing around in friendly with sakura, lost to some rando guile in 3rd round. Hit the rematch, and he takes all 30 seconds picking his character, then all 10 picking the stage, then quits and sends me a friend request making fun of me for losing and then waiting. Lol, wtf. I told him to let me know when he wants to get bodied by something better than my 6th best character. Of course he doesn't accept.

I thought we were past the 'omg fireball spammers' phase. Which character were you using? Everyone has ways of getting past fireballs (except honda)
Although some desperately need meter to do it. Like Yun. Actually, doesn't Honda have invincibility frames on his Super? Although it's not very probably that he'll get it if he's not lead the match.
My bad forgot about hondas super. And yun can just shoulder or palm cant he? Im 90% sure regular shoulder has projectile invincible frames.
Oh right, can't believe that I forgot about that. Although, the regular should has such small range, so it can only be done once he gets close enough. And you need fast reaction speed, seeing as a lot of people will get Forward + SP happy when you get too close. Although, when facing fast enough projectiles, he loses the time to Palm Strike. And Palm Strike only deletes one projectile hit from the database.
