It might not be much, but Fei can get a Chicken Wing after a crumple on Sagat (and Zangief). At least it adds some needed damage for Fei. But well, it's either 4.5-5.5 or 4-6. For me it's the worst matchup for Fei. I have even less problems with Zangief because j.HP has a very nice hitbox to beat Zangief's Lariat, so at least I don't have many problems getting in against him. I agree on Yun being 6-4. I'm not sure about Ryu and Ken being 4.5-5.5 though. Those characters rely too much on cr.MK xx Hadouken, and as long as it's a blockstring, Fei can mash Rekka and punish them without problems, and even though it doesn't deal much damage, it gets them close to the corner to start the Chicken Wing shenanigans. I agree on the rest.

One character would be Guile hes so rarely used Otherwise the characters I already mentioned. Any shoto char and any char that has no projectiles basically.
I hope I was less predicable that go around. I tried to flash kick less but apparently I don't even know what moves can be punished by it!! I tried to and failed to punish you with it so often hhah.
Street fighter shoul streamline its roster. Ken, Ryu, Ken, Ken, Ken, Ken, Zangief, Ken, Sagat, Ken, Ken, Ken, and Ken. Did I miss anyone?
Guile Ken: 5.5-4.5 Guile can keep ken out, but ken can be pretty scary up close. Makoto: 7.5-2.5 Too easy to vortex Makoto. Guile dominates at all ranges. Makoto only has a chance at close range if she has frame advantage. M. Bison: 6-4 Not AE bad, but Guile has a plethora of aa options against headstomps. Bison has to play so much better to get in. Ryu: 5-5 Guile dominates the fireball game outside of cr.MK range. However it's too easy for Ryu to land his comeback ultra. Sagat: 4-6 Guile can vortex Sagat better than the shotos, but Sagat has a better projectile and omgwtf damage on that ultra. Sakura: 7-3 Almost as bad as Makoto. But Sakura can actually do damage outside of ultras. Vega: 4.5-5.5 Vega's cr.MP is a good poke outside of the FADCable range for flash kick. Vega can also handle lame Guile. Yun: 6-4 Guile can keep Yun out and Flash Kick FADC does so much damage. Zangief: 6.5-3.5 Obviously in Guile's favour, but you can never count of Zangief
Guile just outclasses her at all ranges. You can zone her out easily or just jump at her after sonic booms and she's pretty helpless. Maybe 6.5-3.5 and rescale Makoto to 7-3?
