Not necessarily. There are weird things, for example Abel can do FA 3, j.K on Zangief but not Honda. I think Zangief has a taller box during crumple whereas honda has one of the widest
Honda's hitbox while going from crouching into airborne seems to be quite low too. If you try FA3 from max distance, dash backwards, Bad Stone with Cody against most of the cast, it will hit the opponent while this one's going from crouching into airborne, but if you try it against Honda, it will go through him and hit while he's lying on the floor, from behind. Also, Cody against Honda in the corner: FA3 from max distance, dash backwards, Bad Stone, dash forward, Ruffian Kick xx Super. Because SWAG.

He is weak to cr.MK xx m TK, crossover burn kicks. His buttons and specials are just so much worse. At least Chun and Guile have air throws Dhalsim: 6.5-3.5. Not unwinnable but again, C Viper has really good buttons. Honda: : 5.5-4.5. Viper has to be careful of FA, Ultra vs crossover burn kicks. Otherwise, Viper has a good time vs slow fat targets. Fei Long: 5.5-4.5. I feel that Fei has some good footsies/punishes, but that cr.MK at max range is problematic for Fei. Guile: 5.5-4.5. Crossover burn kicks are strong and Viper can use seismos at full screen vs Sonic Booms. Ken: 5.5-4.5. Viper does well at max range and her oki game is good with a max distance cr.MK on wakeup will not be hit fully with a wakeup srk. Makoto: 6-4. Viper can jump all over Makoto, but badly timed burn kicks will eat Fukiage. M Bison: 4-6. Bison's fast s.K beats Viper's startup or if she tries to jump. His EX specials also do very well again (EX) Seismo. Ryu: 5-5. Quite fair. Footsie based matchup. Sagat: 4.5-5.5? Not sure. I guess it's similar to Ryu, except Sagat does more damage and has his imba tiger knee. Sakura: 6-4. Not close Vega: 4.5-5.5. Vega is supposed to be favoured I think due to his flying cheese. Yun: 6-4. Viper just does so much more damage much more easily. Zangief: 5.5-4.5? I personally don't like playing Viper in this matchup. Zoning gief with seismos is tough and Viper's backdash isn't as good as say, Cammy's.
All that looks good except honda vs viper. I say its 4.5-5.5 for Honda, his buttons just beat everything viper has. She cant zone or be toooo agressive on this match.
E Honda seems to be the character I underrate. Like Blanka he does really good damage and he doesn't suffer as much as he does in AE; his imba j.LP in volt is very strong. I will be interested to see where he ends in the tiers
You can do that combo with cr.LP by linking it into EX Flash Kick instead of canceling it (cr.LP is +2 on hit), but I can't do it either with a cancel. Also, TEKKEN 7 FOR PC CONFIRMED!!! WOOOOOOOOOOO!!!!!
Yes! No new characters, energy gameplay and crap, i love how Capcom just shot their foot. Hope they release Evil Ryu to Volt for once, its been years.
