I think Dhalsim's a 5-5 against Akuma and probably against Vega. Maybe I haven't played many good Vega's, but he's usually not that much trouble since his flying attacks are nullified by Dhalsim's transport (he also often gets left wide open for a mini punish. As for Akuma, maybe it's just that I see so many of them online, but aside from his double kick -> Goshoryuken, I don't worry about much from him. I don't know, maybe a good rush down Akuma has a slight advantage or maybe I'm biased from playing lesser spammy Akumas. And I have to give it more thought, but my gut says that Guile is 5-5 with Dhalsim, not 4-6. He's one of the few that can punish Dhalsim's teleport.
well no, divekick isnt that useful air to air, but his normal jumping kick is. if they jump too much you should dragon kick them, that will make him stay on the ground, giving you more options
ill change guile and vega, you have more dhalsim experience than me for sure. but yea akuma-dhalsim is in akumas favour. If they rush you down and use demon flips smartly then its tough for dhalsim to keep akuma out. its just that most akumas think that fireballs>all of akumas other moves, which is completely untrue.
I'm curious as to the rest of the forum's opinions. I would recommend Ryu. Ryu because he's a reasonably balanced character with a fireball. His super and his ultra are both reasonably safe to use (i.e. you won't be left open if you miss). Reasonable foot speed, deals out decent damage, has average amount of health. His uppercut is straight up, so it's not as good as Ken's, but I feel Ryu's overall damage output gives you a better chance in most matches. Ryu's spin-kick will go over most fireballs and hit ppl in the face.
Like mooken said ryu is a good choice. Some people also really like Zangief, so give him a try. I hate using him personally but alot of people on this thread seem to like him. Also honda and sagat are pretty easy to use and solid characters.

Unfortunately without a good selection of dive-kicks, the Volt Yun can't quite abuse it to that degree (though maybe I'm just not very good at dive-kicks yet).
The same degree, no. Abuse it to all hell? You bet ya. Yun isn't quite as great as he is in Volt as he is in AE, though. He's made of glass, so if you play reckless, you'll get wrecked in no short order. In Volt with the way the controls are, everyone has better execution generally (save for individuals who shun the SP button and subsequently have some execution errors) and so Yun can be punished hard really easily and more or less reliably. You get one Palm, one Dive Kick, one Rush Punch... And if you aren't sure how to use them you'll get destroyed because Yun is extremely punishable in Volt. If you throw out an errant Dive Kick or Rush Punch, you can get punished for 30-40% of your stamina by some characters. If you try and emulate AE Yun play, you'll find you might have little success in Volt. Some tweaking is definitely required to be successful.
Yea and yuns actually quite difficult to play. I think im going to main him regardless, cos hes so much fun, but like you said hes weak, doesnt do too much damage and is missing his standing medium punch He does have really good mixups though and of course can put you under heavy, heavy pressure with his dive kicks, shoulder, EX lunge and blockstrings which are all safe on block. And that awesome awesome command grab. So awesome.
ryu's ultra is not that safe if missed but super is safe thou (except in close range) earlier day I lost count how many ultra I stomached when I missed my ultra LOL
