Lmfao, why am I not surprised? I've been playing around with Abel and Guile. Pretty fun, sonicbooming, fadc forward twice, then jump P, Ultra. Or Flash Kcik and Fadc back into ultra. Abel resets are pretty nice too. Gonna try to find if Abel is invincible to throw at all during his roll.
Try option selects, plinking and negative edge it works on volt. Plink Example cr.low punch to crouch high punch with certain character can be Plinked for a 100 percent execution. What i do is after cr.lp i slide finger from kick to punch. Option selects Do a normal and buffer a special move very fast. If it doesnt connect it only does the normal move. If it does connect it performs the full combo. Negative Edge Also works on volt, perform a special while holding P or K and release the button to do it. Example hadoken - hold P, QCF release P This works for stuff like crouch low punch to hadoken so you dont have to double tap P, you just tap P once, QCF and then let go for the hadoken. Buffering With mookens post you can set up with chunli stuff like down back charge, FA level 3, dash forward, neutral position stand mid punch, forward sp (ex kikoken) without a throw after the focus.
Are there any interesting-yet-safe option select set-ups? Most special moves, even if buffered, leave you at a frame disadvantage on block (which is where the option selection would chiefly take place on Volt, since we can't option select between tossing vs backdash) Plinking was a very cool find. Messed around with Negative Edge a while back, had trouble finding great uses for it though.
Quarter Circle Forward. Negative Edge is the idea that the punch button and kick button can activate special moves on pushing the button or on releasing the button. Example, use Guile and hold down P. Charge back. Hit toward, and then release P. the Sonic Boom will execute.
I found it useful for the timing on chain combos. Like cr.mK>Hurricane with Ryu or Ken. I used to mess up the timing trying to push the K button twice but found that Negative edging makes that a ton easier. Honda, Abel, and Makoto can all shift up a tier. I know you're disappointed with Makoto in SF4 as compared to her 3rd Strike, but she's very viable here and has some pretty great matchups.

Especially, Xion. Very eccentric individual I used to play Street Fighter IV on iOS back when it first came out (previous to iOS 4 I believe), but I kind of stopped after a while. And since then, I have touched nothing close to it on iOS! D: I did love using Chun-Li, though. I wasn't good... but I did love using her Spinning Bird Kick <3
