It is impossible. Her tools aren't good enough to compete with the overpowered top tier characters. Her ultra, while damaging, is hard to land fully. She has horrible wake up, not very good AA, and her fire ball is shit basically. Plus, I know a better Chun-li than yours anyway, so...
