For me (and my opinion really doesn't matter) the top tier goes like this: S tier Zangief Bison A+ tier Sagat Guile Ryu I think blanka in this game is a tier along with cammy, Honda, viper, and ken A- tier Would be akuma, dahlsim, Abel as well as some others.
