Let me explain it for Harlequin, then (in case he doesn't know). So, you see, if you hit your opponent high enough with Scarlet Terror, it only does one hit. You can follow up with another EX/Scarlet Terror. Sort of like if you hit an opponent high enough with Shouoken, you can add in another.
