Yes, Game Center and Google Play is integrated with a lot of GC achievements and additional in game achievements to unlock. Regarding the levels, we plan to release with about 30 - 40 levels and releasing an updating with a lot of additional levels a few days after the initial submit. (we primarily try to get it released before the app store closes for holidays).
