There was no way to install an Apple Watch app without an iPhone or iPad. You had to create a placeholder app that did nothing except act as a container for the Apple Watch app. You had to submit that app to the App Store. Then Apple changed the rules slightly. If you created a placeholder app for an Apple Watch app it could ONLY be for the iPhone as the iPadOS does not support WatchKit. But now you can create Apple Watch apps that can be installed WITHOUT even owning an iPhone directly from the Apple Watch store. So is an Apple Watch app an iPhone app? Still technically yes.
