I finally got past this. It does seem to calculate from the point you receive the mission. I had 25 bitizens when I got it and now have 42. I have been using the evict and move in method to get everyone in their dream job, so I guess I finally moved in 30 more bitizens. It's not a bug, just not an intuitive mission.
Anyone find any new scenes lately? I think I've unlocked all the confirmed ones on the thread already.
Been reading a few of the last few pages of this thread and just noticed a few things : 1) noticed VIP workers used for the imperial levels do double work (6 hrs vs 3). Bug? 2) also noticed in achievements that all of the easy control center achievements are not shown as done (build an imperial level, one of each type, etc) 3) since I have never played any tiny tower game, what is the purpose of upgraders other than to upgrade a level? Don't recall any tutorial or screen indicating their purpose.
It allows you to make more of the products in the same amount of time so it takes longer to sell through, reducing micro management.
I noticed that first one as well. Also, I had to restore my phone this week; since I did that and did a restore from an iCloud backup, all my game center achievements have been unlocking as I reaccomplish them. I'm not suggesting you do this, but it does seem to unlock them.
I'm having this problem as well. 36 levels, all staffed by level 9 (or dream job) bitizens, except for my retail floors. I have yet to see a single level 9 retail bitizen move in.

So i just updated my elevator to that latest one for 499 and wow it is fast and more important NO BUMPING when you reach your floor it just stops! I get all that bux from playing game and i get it in 2-3 days with dreamjobs no problem. I have 40 floors (15 residential) and i already have all recreation floors. So i want to ask which one i upgrade now? That most paying one is last in every section of levels album? For food i have Genosian grub, service Imperial Court, recreation Rancor pit and retail Snowspeeder shop? EDIT: I just unlocked new scene: Spoiler Imperial Museum - And since i have that fastest elevator IDK if it was stormtrooper or snowtrooper but in that scene is stormtrooper - he was with ? and ask for that floor
Has anyone finished all the missions of darth Vader? Not if it's a bug but with 8 levels imperial puts me I finished all the missions ... My greatest reward has been 109k, I think it's a bug Sorry for my bad English

You probably specialized/made more imperial levels initially. Have gotten more than 109k for missions and still have more to do as well.
I have been doing this-- keeping about 5 spaces constantly open and evicting any non-level 9 retail bitizens that move in. It's not like I'm not finding level 9 bitizens; on the contrary, I'm constantly evicting loads of bitizens that move in that are level 9 for all the other floor types. I just don't get level 9 retail bitizens, which, by the looks of your screenshot, shouldn't be this rare.
Yeah, its weird that you don't get them. I get plenty of level 9 retail bitizens. Though, I always seem to get the least number of whichever type I'm after.
I think that's how it is, especially if you have only 5 spaces. My strategy is to have more Residential floors than others. For instance, if I have 3 Retail stores, I'll have 3 or 4 Residential. I know it's crazy because I'm making small credits, yet I get more Bitizen choices. Good Luck!
Thanks, I think I'll try stocking up a couple more Residential floors, cross my fingers and hope that I'm not dealing with a bug.
I've easily gone through 150+ bitizens thus far and I've yet to see an L9 retail on the Android version. That being said, I've got 3x L9s on a Rank 44 Bounty Hunter level, so retail levels don't matter all that much to me. The downside is that I have to wait for Big Spender VIPs to cash in. But even then, all I can do is just not log in and wait for the 200k+ in three-credit items to sell.
