The way I see it, the Black Stars has a certain firing mechanism that, to me, seems not to have a 3 shot then reload, but to reload while you fire it. staggering shots is delaying the release of the missiles just long enough for it to reload, then shooting a full salvo, for me is up to a total of 5 missiles.
