Notice that it only speaks of In App Purchases that are CONSUMED DURING PLAYING, such as ammunition. If you bought a theme, it's not consumed, it stays. If you bought your sim an "edible" in app purchase that was "eaten" in game (for example), then it wouldn't be there next time, nor could it be transferred. I believe in a thread about Archmage Defence, it's tested and stated that regular in app purchases can indeed be transferred to different ipods.
