It's $20 on Steam. I feel like the iPad version will be ~$15, mainly for the absence of the editor and no access to the user generated content. I don't know if there's been any word about pricing so far.
I wish they'd let us delete/resell the items in the inventory.. Edit: Just realized I could sell my stuff... =P
I'm working on a "module" (haven't used that word in decades) as I type, but I will be a few weeks away from a working version at this point. Right now I am building areas for it, then will populate with actors, script and triggers, then fine tune detail and lighting, then lots of testing. Unfortunately I am not one to go small!
Both have the editor. The more expensive version has the soundtrack and a 140-something-page comic book.
Yeah the extra $15 is for soundtrack and illustrated short stories. Level editor is included regardless of price. I bought the regular version and am now staring at the editor, which I have not the slightest inkling on how to use.
Will the iPad graphics be less detailed than the Steam versions? Reduced polygons, no shadows, no lighting effects?
I don't know about texture quality, but we'll definitely get some less detailed environments with less non-essential props or clutter.
I'm not satisfied with the stated update policy. It sounds like there will be 1 major update in the future to include the best user generated custom campaigns, but just 1 update is certainly not enough. The already existing custom campaigns are updated very frequently by their authors. I don't think it is realistic that the iPad version is going to be updated on a monthly let alone weekly basis, is it? I hope the developers understand that they have some kind of long-time support responsibility. If not, the iPad version is going to be quite inferior, that's for sure.
I'm not trying be a smartass but where did you find that they said, " ipad is only getting 1 update" They made a ton of cash off kickstarter, and they are going to make more with a well supported game. Having user generated content only makes things easier for them, it expands their game with very little(relative) work on their end. Now I'm not expecting weekly updates from them but I would be shocked if they did as you claim and only release 1 update ever.

The kickstarter backers had access to a non steam DRM free copy that they could do whatever with. Technically the iOS version is DRMd, so that might be sufficient.
