I think the original plan was to use pre-rendered backgrounds (a bit like the original Resident Evil) but they made the decision to go for real-time 3D environments during development. That change will have had a big impact on the devices capable of running the game.
It's not like a scam at all. Yes they listed the devices they hoped it would run on but that was 18months ago and getting their vision to work requires more oomph. They were struggling a bit with the iPhone 4 too according to their podcast. Expecting that it would work on on 3 year old mobile tech was being a bit hopeful, it was old tech by the time the Kickstarter started.

^this. I hate episodic games. Might just wait until a few of them are out to buy in now, nothing worse than having to wait months just to play another section of a game. It looks good, but with my current game backlog I have plenty of things to play until it gets more fleshed out. No rush to jump in now.

Your comparison would be okay if this game was now an Android exclusive. But going from current gen (when it's announced) to a newer console? That happens all the time, actually. And games often end up being much better for it. So you're saying the should either be fortune tellers, or they should have made a lesser game because a small minority of their backers can't keep up with the times.
Here's some more info on the Manifesto In the games fiction, the bad guy is the author of a manifesto, and its basically an authoritarian response to Tim Wus book The Master Switch. And this manifesto is a sacred text in the world of République. Its sort of like Mao Tse Tungs little red book. All the kids carry it, and its a real book. An amazing writer named James Clinton Howell actually wrote this 200-page book in the antagonists voice, and it acts as a companion to the game. So for people interested in the speculative fiction of République, there will be a lot of cool stuff to dig into.
You've said here numerous times that you have an iPad 2. That device IS supported. Which means you do indeed have access to it on a device that will play it. Hence it Is of use to you. Hence No Scam to you and Not a waste of your money.
I just have one question is that it said it'd only work on ios7 CAPABLE devices but does that mean we need ios7 to play it? Because I haven't upgraded to ios7 yet. I certainly hope not.
