It doesn't apply to apps in the UK. The standard UK price for $1 apps is 69p, but there is a special extra pricing tier that developers can opt into which is $1/99p. that said, the UK government has said they're going to close the tax loophole that apps currently use at which point all $1 apps will probably start costing £1.
