All of the new devices about to hit the shelves will also be using iOS 7. As such, it's in the best interests of both Apple and the developers to capitalise on the standardisation and relative lack of fragmentation, so if iOS 7 provides a better development environment and/or end-user experience, that's where the efforts should be focused. As noted by others in this thread, though, Apple now provides users the ability to download the "last compatible version" of an app to prevent them from being locked out of using the app entirely by updates that require a later operating system.
