I know I could make a foreign account, but I don't want to. All I want to know is why don't they release this in Europe?

The UK version of P&D is a completely separate game. You would have to start over and would only be able to interact with other users from that same version.

Why would you do that? Region restrictions are so outdated and out of touch with modern online gaming. So you have no plans of adding cloud saving at all? I noticed that if I delete Puzzle & Dragons from my device, and download it again I have to start from scratch (which apparently is called re-rolling), which I find rather silly. It should really be a menu option.
Is there any timing on when this will be released to the rest of the world? I don't really understand why it's only out in some countries after being initially released ages ago.
