If you're running out of fuel, you need fuel cars for those steam engines. What engines do you have, I can maybe send some parts your way.

I have fuel cars with my steamers too, but it's probably because I'm always having to go back and forth since my trains don't have enough capacity I did just go on a crate-opening spree so now I have a global and metro express running with fuel cars but still not enough parts for a 2nd engine (for more capacity) Edit: Thanks whoever sent the Mallard!
