They come up as jobs where the text is in orange instead of blue for the job destination (only for event cities) then you take the package and on arrival you will get a random part from the plane that is being offered as a reward for the global event.

Half of them are upgraded and i've got about 1,200 bux sitting there hoarding at present but yes. The fully upgraded ones make more profit than the ones that aren't.
