I figured it out and sent the set earlier.

  3. Always figured the request frogs would be universal since they have a story attached. Sooooo, I have the blue Ceres arbor( I don't know what the reward was for this) and two sagittus which were both 15+ stamp rewards. No one seems to mention them. So if anyone wants the let me know as I'm feeling like spring cleaning and due to current breeding I only have one hab I can throw things out of...that is other than the normal harvest for frog egg research.  ribbit.

    4. Amphibians are at a minimum risk of appearing on Geraldo.
    3. You can scratch hard to reach places with your tongue.
    2. You can donate your body to science for big bucks!
    1. It sure beats being a newt

Random, yes, but I can't imagine they are unique to every user. I mean sure we may not get them in the same order but don't you think they come from the same pool.
That is I currently have one for the movie 'Forrest Jump': olive pruni zebrae for 6 potions which I may do at some point or decline it in favour of a larger reward. I'm fickle that way.
So I am thinking at some point you might get this too. Of course may be pool is so large that it will be months before that happens.
Anyhow, I am moving them out I haven't decided how.

    Ribbit.

I believe you're misunderstanding how it works. Yes, there's a finite number of possibilities (as everything in a computer is finite), but it's not drawn from a pool. For example, it's not like story 1 (I'll refer to the flavor text as "stories") goes with frogs A/B/C and story 2 goes with frogs D/E/F. There's a set of stories, and the game generates a random frog and inserts the name into the story. So you could calculate the total possibilities by multiplying the number of stories/colors/design colors/patterns/rewards. But holding a specific frog that happened to be a request once won't do any more good than just grabbing a random frog and holding it. There are 10k+ possible frogs that can be requested (I believe no glass, chroma, or promo frogs), so the chance of it showing up is really small, not to mention that we also only have 64 spots for frogs (more if you want to include the catalog).

PS: There is some non-zero chance that they programmed the game to have a set pool of requests, but I highly doubt they would choose to handle requests in that manner. I'm sure if you were to ask Eeenmachine, he would confirm that it works like this or at least similarly to what I described.

They definitely all come from the same pool, Shasta - 15,824 frogs at last count.

The 'stories' are from a much smaller pool - I don't know how many frogs I have bred to star in 'Forrest Jump', or to go in some kid's sister's drawer... :)

Edited to add that what Dazareth says is right - glass, chroma and specials don't show up as reward requests. Otherwise the field is wide open...

Very creative and probably better than the correct answer, but not what is needed.
