iCloud can be temperamental. Here's some things to try:
- Make sure both iPad and iPhone are running the latest version.
- Make sure both iPad and iPhone are signed in to the same iCloud account.
- If the above was already set correctly, try what's below (although it sounds like you did something similar already)
- On your iPad, go to settings/iCloud, scroll to the bottom and touch "Sign Out." Say yes to all those warnings about things being deleted off my iPad (if you're ok with that.) After that, go to settings/iCloud and sign back in.
- On your iPhone, go to main menu/options and hit Cloud Save.
- On your iPad, go to main menu/options and hit Cloud Load.
