This is very enjoyable so far, but only time will tell how much depth there is to it. From the attention to detail apparent in other aspects though, it's looking pretty good. Just wondering though: why no local multiplayer on separate devices?
Honestly, not sure :/ But I guess you could do a friendly match, where you can invite anyone and there isn't any consequences to losing apart from bragging Also, there is a TON of depth in strategy. You mightn't see it at the start, but there is so much you can do to outwit your opponent, and even more in 2v2. If you want to experiment, you can always go in a friendly match and screw around
Yeah I lost a game within 3 turns to this guy who used 2 runners and a tank and flanked me from both sides, while I fought with his sniper in the middle. I literally could do NOTHING. It was just poor planning on my part, not expecting such a strategy. Amazing game... just wish people would play faster!!! GAH
The first line of the actual app info on the iTunes page says it's a 'MULTIPLAYER' game, so.. The rest of it details all the multiplayer features the game has. If you're looking for a single-player TBS, there are more than enough good ones on the AppStore.
It's just frustrating for those of us that want offline. These types of games seem to be trending towards online-only (Hero Academy, Thunderstone, etc.)

But as backtothis pointed out, it does state its a multiplayer game. As much as I'd love a "Skirmish" mode for this, it's not built for that aspect. If you want a game like this that HAS a single player mode, get UniWar. OT: I'm having a huge blast playin this.
Game Impressions There are quite a few similarities between Hero Academy and Outwitters, and for these and many other reasons, it is quite a nice little async tactics title, albeit still a bit too casual for my taste (yes, in spite of the hidden layers of strategy and tactical variation). I will certainly recommend it to my asynchronous friends , and I'm certain I'll have a very good time watching them push me back into the murky depths time and time again, but I will still be holding out for RAD Soldiers (for the inter-match persistence and sense of progression) and Ravenmark async (for what might just be the most sophisticated tactical async experience so far for iOS, skirmish tactics on a wholly different level to Outwitters).
You can play Pass'n'Play games completely offline. On the front of 'Offline matches vs an AI', I have already commented, that people underestimate the difficulty of creating AIs. It's easy to build a really stupid one - like on the skill level of a 5-year old. OneManLeft didn't want to get into that hassle and instead focused on the community/multiplayer aspect of it. I'm okay with that. If it's not for you, then it's not for you.
As other have said, it is a multiplayer game after all. And since it is free to try, it may gain more negative feedback due to people downloading anything they can grab without cash. Anyway, there is pass play which is completely 100% local and offline.
