If you want it cleaned and flushed out, pure distilled water is non-conductive and a good way to give a soiled electronic device a bath.

Update: Ok, after quite a long time in the rice I decided to see if it works. It didn't work at first. Then I plugged it into the wall, and it came on. Yeah, the screen was pretty messed up but it might still be useable. It comes up with the apple logo and then the 'connect to iTunes' screen. So I go downstairs and plug it into the computer. Nothing happens. I try turning it on but it doesn't work. The iPhone would only turn on when it is plugged into the wall, but even then it is unreliable. What should I do? Mad
Try your luck at an Apple store? I'm prety sure water damage isn't covered by warranty but if it's your last option then it's worth a shot.
His iPhone is too old and already lost the warranty, he said before. Mad, you only left your iPhone two friggin' day in that rice... and you dared to turn it on again. Leave it there at least 4, better 5 days. And bloddy stop touching it meanwhile! Well, after that: turn it on normally and plug it into your computer and then try pressing the home button and the on/off switch for a long time... maybe 15-20 seconds. Turn it on again.

Don't worry about whether or not it will start up again. Don't even think about it. Stick it in the rice for another couple of days and assume it's dead. Drawing conclusions at this point will just be pointless because there's almost assuredly still moisture in there and it's going to take a while to evaporate from such a largely enclosed space. If you can, place the bowl of rice with the device in it near something nice and warm -- a radiator, a windowsill when it's sunny, inside your PC case during a heavy gaming session (don't laugh, it gets uncomfortably warm in there, especially if you aren't liquid cooled or have massive fans exhausting heat). Heat encourages evaporation and will help speed the process. (Don't assume that means you can take it out earlier though. Leave it for the same 2-3 more days at least. Consider it additional insurance that the liquid has mostly dissipated.)
Ack. Aren't you youngsters not listening to what your elders say? You need patience. Definately. You iPhone needs at least 4-5 days in the rice to be completely dried. Even the smallest drop of a fluid (peepee in your case) can cause the device to malfunction again and again. You can even cause more damage to it by turning it on before the 5 days are over. So you can't tell if it survived before you haven't waited approx. 5 days with the device in a bowl of rice. All attempts before are senseless. Got that now?
Mmmmm... Because of the little impatient brat I am I just went out and bought a new one :/. Yes, I cannot live without my iPhone . I got it for $199/£149 which isn't so bad. The screen was f***** up anyway so it was almost unusable. I had the money to spare so meh. Also I needed it for reviewing that I do. Still, I now don't have a phone that's been in the toilet. Either way, still stick to the advice of others. If you can get it back to being functional, then you can sell one of them on ebay and recoup your losses.

With normal cellphones you should remove the battery ASAP and put it in a bag of rice very fast. Since the iPhone has no removable battery, put it in a bag of rice.
fwiw, don't remove the SIM card. I did that and the rice got in places where I couldn't get it out without disassembly.
