ok, once you beat the game you will be asked to find two statues, i wont spoil it and tell u what they do but i will tell you that those circles are POSSIBLE places the statues may be. dont worry about them until you finish the game, and yes Random Guy is right
I was at 100.12 for awhile then i noticed a rampage i didint do now im at 100.39% I dont know why its like that though. Maybe the 2 bonus missions count towards going past 100%
woo~ 100.12% sounds like you need to reach 200% in order to complete the whole game. ok I got stuck on mission Sa-boat-age, where I need to protect stupid Chan on a broken boat, even tho I got unlimit ammo, I can't control my boat well and pig Chan die after 4~5 waves attack.... any tips....

If you want to drive it around the city you have to complete the story mode to unlock. If you just want to drive it round a crappy track its at the south end of the airport, parked by one of the buildings.
you can just enter the one at the airport, then exit (abort the mission) and reenter the tank. this will allow you to drive it wherever you want
Wait, the one at the airport is part of a mission? I wouldn't know yet since I've only gotten to Kenny's mission where you have to save/recruit Triad members and just beaten Chan's mission where you have to rig the champ's car. How much longer until I get that mission?
No, you guys are all wrong. To get the Tank without having to do the mission, get the Patriot next to the Tank and keep on bumping into it until it is far away from where it was before. Once you have done that, enter the Tank and you won't have to do the mission. If you find that you still have to do the mission, then you haven't moved the Tank far enough.
