Not sure how the reviewer gave it a 9/10 based on how he really likes the controls when he clearly has never played a Tony Hawk game, let alone know what a skateboard is. Not sure if others noticed, but he hit the ollie button maybe 3 times in that terrible review video. It's awfully frustrating to watch someone pretend like their review means anything more than a grain of shit when they can't comprehend the JUMP button, agh.
If you're in Canada and can pick up one of those Vanilla Mastercards, just register the card to a valid US address, and open a US iTunes account with the same address and buy away.

I suppose they are the same as in the other versions. Play through the game with every level at 100% with one character and the cheat menu is enabled. Then repeat that with every charakter and the cheats are eneabled one by one.
Don't you just hate stuff like this. Why not release it around the world all at once? There's no technical reason for it, stupid licensing restrictions probably. It's pathetic.
