In my region, it is taught at the local community college and university. Right now I think the CC class has about 15 students, and only 2 of them are American Indian. Basic pronunciation can be learned in a couple weeks with daily practice. Numbers and greetings are learned on the first day. Pronunciation for an actor wouldn't be as important for nselxcin, because there are only a few dozen that can speak it fluently, so it can be faked. Unlike French, where if a word is mispronounced there would be a public outcry at how terrible that actors is. I still can't pronounce a_cyip (tree) correctly, it requires a bit of a growling r sound.
I always had great respect for Flickitty... he is a very friendly person and somehow seems to know what interesting things one could talk about...
