It has been confirmed by Gameloft. For one, they ran a Modern Combat 2 sale officially because of the announcement of MC3 a month(?) a go. And I think they've posted on fb/twitter as well....

Well, A lot of games that don't support second gen don't look nearly as good as MC2 or N.O.V.A. Which runs beautifully on my second gen. But yeah, you're probably right.
You're right to a degree. Some of the newer games, that I call AAA titles, that don't support 2nd gen look fantastic. Some the same as NOVA and MC2 and others better. What you need to also take into account is the depth of the game, its memory usage.
If they optimize the memory then I think, yes, it will run on 3rd generation devices. It just won't look as pretty. My final verdict: Possibly yes, but ultimately up to developers. Gameloft will take into consideration how many downloads they can sell on the iPhone 4s, iPhone and iPod 4, and iPod. After this, they will take 3rd generation into consideration.
First of all, that would make no sense, if they restricted 4th generation iPods, which make up a large majority of the market. That would also mean Gameloft would lose a lot of money, from lost sales. So I'm 100 % sure the 4g iPod will be a device for mc3.
