Of course its also the same level you get dual wield from the boss quest (a skill i really want) looks like i'm in for a treat within the next couple of days.

As long as they are not unbeatable, I'd prefer them to stay that way. The promise of a game with an actual challenge is what drew me in to Mission Europa in the first place.
I'm no game developer, but balancing games on an individual, Crex-based ground seems like it might just be a tad too specific
On the question of difficulty, I made it to level 50 without spending ANY attribute points, in a relatively short period of time. Yeah I died a few times unexpectedly but it really wasnt that difficult. I dont think there really needs to be much AI adjustment aside from shooting thru walls issues. Some of your weapons will one shot you if you are caught in the blast radius, so becareful you arent killing yourself. It took me awhile to figure out that some of my instant deaths were caused by me. I think I have something like 300 hps, and my weapons do like 1000-4000 damage a hit.
This Hitcher is notorious for this. Killed myself so many times, so I've taken to switching to melee or AOE skills to handle the close-up enemies.
I'm not surprised. I ran into a boss that seemed nigh impossible, but after grinding away at normal enemies for half an hour, leveling stats, and finding some new equipment (a gradual improvement, not a drastic one), I *accidentally* defeated the boss by dropping an upgraded Doomsday and firing away at him, only realizing halfway through that he was the boss, and that I was winning easily. It seems to me that what seems impossible at first in Mission Europa, quickly becomes trivial if you take the time to improve your character (probably with the exception of the final boss, since I assume your character is capped by then).
