      What settings do I have to make in Edit Payment info/Address (in iTunes Account) so iTunes doesn't charge them anymore (US account)?

      Nothing. That would be illegal.

      If it's illegal, then why they made an option to change it (Payment info and Address)?

      Because people move... And I guess you'd have to change your state to one with no taxes... like Delaware, but yeah it would be illegal
