My itunes was working fine earlier and when I shut down my comp and return a few hours later...This is what I am getting now:
-empty store + no top bar access.
    -no icons in search
-only app description shows up. No reviews and screenshots of game is shown.

I tried restarting and all but it remains the same. Is it just me or is anyone getting the same issue? Any idea how I can solve it?

So you've restarted you computer or just iTunes? Sometimes iTunes hides as a process in the Task manager if you're on Windows, so you'll have to terminate the process or do a hard reset of the actual computer.

I have restarted itunes countless times, since it doesn't work. I have also tried restarting my comp. Zero effect. To make matters worse, now I cannot even purchase any item since the pop up box for me to enter my pw doesn't even appear. I can still click and view my account info though. The pw box pop up for that.

I have also tried deleting the itunes store plist but that didn't work either.

Re-installing iTunes doesn't work sometimes. While you're correct that you won't lose anything, because all your data is stored in a Documents folder rather than the Program Files, other critical iTunes files that may be affecting kzwen also won't be deleted.

Before you do anything, make sure you back up your iDevice. You don't want to fix anything and then find out that it will just brick your device that you haven't updated in a while. Also, if you have any preferences you've changed, make sure you take note of them as they may not be retrieved by iTunes.

If re-installing iTunes doesn't work, try moving one of your iTunes preferences files to the desktop, open iTunes, and see if it fixes the problem. You may have to try moving them both. If it does, you can delete the offending file(s). These can be located at:

    (Windows XP)
    C:\Documents and Settings\username\Application Data\Apple Computer\iTunes

    C:\Documents and Settings\username\Local Settings\Application Data\Apple Computer\iTunes

    (Windows Vista/7)
    C:\Users\username\App\Data\Local\Apple Computer\iTunes

    C:\Users\username\App\Data\Roaming\Apple Computer\iTunes

Doing this solved an issue I had with iTunes once before. But if you're still having issues, here's a couple links to Apple support documents that may help you. Windows XP and Windows Vista/7

I have tried a complete reinstall which is completely useless. :(

I have also tried @CaptainAwesome's idea of moving the plist files etc. Doesn't work either. I have no idea what is wrong.

If you haven't already try reseting the itunes store cache I think it's edit preferences then in advanced. It also might be an ISP issue or possible proxy issue I wouldn't panic just yet it might resolve itself.
Itunes has given me loads of little problems like this one and they usually vanish after a while I honestly think apples incompetent when it comes to servers I expect there to be thousands of more annoying similar issues when icloud finally starts.

Yeah I did that too. In fact not only reinstalling didn't solve the problem. it created another one. Now I can't even get my ipod to be recognized but less synced. :(

    Problem solved!
I tried to do a system restore before everything happened. Itunes couldn't even open then. Errors and what so. I was so close to reformatting my whole pc and then I googled and chanced upon a thread that says to try repairing itunes.
Repairing itunes, quicktime and all associated apple stuff work wonders!
This is for in case someone happen to have the same problem as me.

Glad you got it fixed although I'm surprised a system restore didn't work it's usually my last resort with computer issues and hasn't failed me as yet.
It's pretty weird a repair worked were a fresh install didn't I guess Apples installer is buggy somewhere.
