your screwed you tried to turn it on too many times. When you waterlogged it you immediately put it in rice for 5-7 W/O touching it AT ALL!
Ok I have been reading this thread like a soap opera. The time has come hhhh to face the music. Take the iPod Touch to the Apple store and see what they say. They will give you the price to repair it and the time it will take. Given you are leaving in a few days on a trip I bet it will take longer than that. But we can't answer for your local Apple store, only they can. Yeah you messed up but we all do, so just go see what they say - we really can't give you the answers you are desperately seeking.
That's what I hope too >.< White pixels around the screen = dead electronics in most pixels. Need a full system ... what's the word? Refresh? The internal stuff is gone.
Then what the heck are you waiting for? The answers lie at the Genius Bar. Doesn't look like you will have it for your trip at this point.
This seems like its become a big joke - hhhh sucked us all in but now won't follow up. All your questions at this point can only be answered by the geniuses at the Genius Bar. So please now report back when you have done this.
If you dropped it in water then the Genius people will just start up a choir of laughter at your expense. You broke the device. YOU. Apple isn't going to give you a new one because you broke it. You aren't under warranty, and apple offers no coverage of water damage. To sum it up, you are ****ed. So I suggest quickly finding a job, making a few hundred dollars, and buying a new iPod, all before your trip. Go forth!
