The closest thing i can think of is artrage..It has a traceing feature to assist you in learning how to paint draw from a picture you import...and alot of tutorials from deviant art and forums..there are alot of how to's on deviant art for all the popular art programs on ipad... But as far as 3ds art academy style , I havent seen one. :S Would be awesome on the tablet format tho.
