Well obviously you're thinking about it wrong. If you're trying to make an example like that in terms of the AppStore, the example would be more like this. The more income a developer receives for their app, the percent of income that you owe to apple increases. Developers who don't make as much money (who are not on the top 25), have a lower percent of income to pay to apple.
