I've never had two iDevices (just an iPad), so I don't know much about using games across iPhone / IPods. Basic questions: 1) Universal games run on iPad and IPhone. Does that mean If I buy ONE copy of a universal game, I can sync it to multiple devices via iTunes? 2) If I get another iPad, such as the iPad2, can I sync my existing ipad games to it? And would I have to remove them from my current iPad?
A universal app simply means that its optimized for both the iphone and ipad. So when you start up the game you wont have to hit 2x Zoom and have the graphics become all stretched out.

Which seems to imply you can't have the same apps on your iPad and iPad 2, or any other iOS device, which admittedly sounds a bit stupid, but I just wanted to clarify.
You can sync as many iDevices you own with your iTunes. There is no limit. So yes, you can install the same app on your second iPad/iPod without needing to remove it from the first one.
Cool, thanks for the answer. And I'm sure it doesn't but I think I'll ask anyway. If I buy this new iPad, will it ask me to restore from back up, and allow me to restore using an iPhone backup, when I'm setting it up? And if I load iPhone or Universal games on to it which I have an existing save file, will it copy this data? So for instance I have Final Fantasy 1 on my iPhone, can I keep this and continue on an iPad. Sorry if this is confusing.
You can sync as many iDevices as you want BUT you can do that in no more than 5 PCs for a single Apple Store account.
