Oh thank goodness! You've found my lost ipad. What a kind soul to find it for me. Please take my iPad to the food court in the mall and place it in the trash can next to the Orange Julius. You know the one. # Honestly, you are a fantastic person trying to track down the owner. If the police and apple doesn't know what to do then I don't know if there is anything you could do. If you posted something like you did on Craig's list or near where you found it you will get a bunch of fake claimers. Is there anything on the iPad that could be identifiable like apps or something. That way if you have a claimer they would have to confirm which apps are on the device.
Well ,you sir must be an amazing person, tracking that far the owner of the iPad is surely impressive, send the e-mail to the one who was logged but also check the contacts if that fails you can find atleast someone that knows the owner. Good Luck finding the owner!

Where did you find it? Maybe if you found it nearby a cashier, security or whoever works in the immediate area, the owner may have came back and asked those guys if they seen anybody pick it up? So maybe follow up with someone there? Is there a Facebook app or any other social media app on it? Use their sign in (if possible) and message them that you have the iPad. Just my 2c Good luck!
You seem to have done everything that you can to find the owner. If contacting the owner by email doesn't work I'd say you should feel perfectly fine in keeping it. You went above and beyond what I feel most people would have done in your situation.
Good for you, and good for the owners. Nice to see that people can both try and return things and the owners can appreciate the efforts made to reunite them with their property.

You should give yourself a nice pat on the back and feel good about what you did!
